Working Group on Procurement
|
Focus of the Group
The Working Group on Procurement gathered GoB and development
partners with expert knowledge on the subject to explore ways of
improving and harmonizing procurement procedures. The priorities
of the working group were consistent with the 5 main issues
identified in the Country Procurement Assessment Report,
facilitated by the World Bank. These were:
i) absence of a legal
framework,
ii) delay in decision-making on procurement;
iii) lack
of trained professionals,
iv) poor quality of documents and
v)
absence of transparency and accountability mechanisms.
Process and Outcome
Two meetings were held in the first half of 2003 with extensive
discussion of the three core documents on procurement in
Bangladesh: “Donor Survey Report”, “Country Procurement Assessment
Report” and “Public Procurement Reform Project”.
The working group produced a final report (see Documentation).
Following these discussions on 30th September, the GoB ratified a
new procurement law, which meets the overall concerns of the joint
working group.
The training of civil servants of relevant ministries and agencies
in the new procurement procedures took place in October and
November, 2003.
