The LCG Mechanism

The LCG is composed of the Secretary, Economic Relations Division (ERD), Ministry of Finance, Government of Bangladesh and 39 Bangladesh-based representatives of bilateral donors, International Monetary Fund (IMF), World Bank (WB), Asian Development Bank (AsDB) and the UN agencies. The new LCG Executive Committee, endorsed on the 15 June 2009 by the LCG Plenary Members, represents seven electoral groups- three permanent members from the multilateral organizations, ADB, WB and UN, and recent four groups of bilateral donors are Australia, European Union, Japan and Switzerland. ExComm memberships from the electoral groups of bilateral donors rotate annually. Currently LCG Plenary is Co-Chaired by Mr. Iqbal Mahmood, Secretary, ERD and Ms. Ellen Goldstein, Country Director, World Bank.

The focus of the LCG Plenary meetings are to review progress on development issues, including national development strategies (e.g. Sixth Five Year Plan, Poverty Reduction Strategies etc.), achievement of MDGs and to prepare for and follow-up on Bangladesh Development Forum (BDF).
 

LCG Working Groups

In order to facilitate more in-depth dialogue and collaboration on specific sectors or thematic areas, 18 GoB-DP LCG Working Groups are in operation: addressing Agriculture, Food Security & Rural Development; Water Management; Water Supply and Sanitation; Education; Health Nutrition and Population; Energy; Transport and Communication; Urban; Poverty; Gender; Governance; Aid Effectiveness; Private Sector Development and Trade; Climate Change & Environment; ICT – Digital Bangladesh; Macro-economic; and Disaster & Emergency Relief. There is also one region-specific working group for addressing development issues in the Chittagong Hill Tracts. (download LCG organogram)

LCG Working Groups are designed to contribute towards effective and coordinated implementation of national policies, strategies, plans and programmes. The scope of work is set out in the LCG working group Terms of Reference, annexed to the Joint Cooperation Strategy or available here. This sets a framework for the groups’ activities and processes, but each group has flexibility to adjust the TOR in line with sectoral needs and priorities.
Multi-Donor Fund

The logistical complexity and labour-intensive nature of ad hoc joint approaches have been an obstacle for the donor community in Bangladesh. To overcome such obstacles, the LCG Plenary agreed on 27 November 2002 to create a Multi-donor Fund (MDF) which is now in operation in a flexible manner. It is managed by UNDP in accordance with the Multi-Donor Fund Terms of Reference.
